The alleged police-suspects for killing an accused drug lord and an inmate have not yet served their suspension orders, Philippine National Police chief Ronald Dela Rosa revealed on Monday, July 17.
Dela Rosa said Psupt. Marvin Marcos, head of the Criminal Investigation and Detection Group in Eastern Visayas (CIDG-8) and his co-accused men filed their motion for reconsideration on the suspension order for their alleged involvement on the killing of Albuera, Leyte mayor Rolando Espinosa while they were out on bail.
“So meantime, they are on duty status, since their leave of absence was automatically terminated when they posted bail bond,” the PNP chief explained.
Dela Rosa added that Marcos is back at “full duty status” and that “he can be assigned anywhere.”
A Manila Bulletin article on Friday, July 14 reported that Marcos has been named chief of the Criminal Investigation and Detection Group (CIDG) of Region 12, located in south-central Mindanao.
Earlier, the National Bureau of Investigation (NBI) and the Senate recommended that Marcos and the18 other policemen shall be charged with murder. However, the Department of Justice (DOJ), which has supervision over NBI downgraded the charges to homicide, further allowing the accused police officers to post bail.
Last week, Dela Rosa announced the reinstatement of Marcos following the orders of President Rodrigo Duterte’s order to release the alleged suspects for killing the Albuera, Leyte mayor and an inmate, Raul Yap
Following dela Rosa’s announcement, Senator Panfilo Lacson, who is also the chair of Senate committee on public order and dangerous drugs, said he would conduct a hearing when the session resumes on July 24.
Espinosa and Yap were shot dead after they allegedly attempted to fire their guns to the policemen conducting a search warrant inside the Leyte Sub-Provincial Jail in Baybay City on November 5 of last year.
Along with Marcos, the others who were similarly charged were Supt. Santi Noel Matira, Senior Insp. Fritz Blanco, Senior Insp. Doegracias Diaz,Insp Lucredito Candilosas, SPO4 Melvin Cayubit, PO3 Johnny Ibañez, SPO4 Juanito Duarte, PO1 Lloyd Ortigueza, PO1 Bhernard Orpilla, SPO2 Benjamin Dacallos, PO3 Norman Abellanosa, PO1 Jerlans Cabiyaan, PO1 Clixto Canillas Jr., SPO1 Mark Christian Cadilo, PO2 John Ruel Doculan and PO2 Jaime Dacsal.
