June 12, which is celebrated in the Philippines as Independence Day, is also celebrated in Russia as the national holiday of the Russian Federation, to commemorate the day in 1990 when the Declaration of State Sovereignty of the Russian Soviet Federative Socialist Republic (FSSR) was adopted. The passage of this Declaration by the First Congress of People’s Deputies marked the beginning of constitutional reform in the Russian Soviet state.

Russia Day has been celebrated since June 12, 1992. The day is usually marked with concerts and fireworks in many cities throughout the country. It also features the conferment of State Awards on prominent Russian writes, scientists, and humanitarian works.

The Russian Federation, the country’s new name that was adopted on December 25, 1991, after the dissolation of the Union of Socialist Republics, lies in the northern part of Eurasia. The world’s  largest country with a total area of 17,098,242 square kilometers, the Russian Federation shares land boundaries with 14 neighboring countries: China, Mongolia, North Korea, Kazakhstan in the south, Georgia and Azerbaijan in the southwest, Norway, Finland, Lithuania, Estonia, and Latvia in the northwest, and Poland, Belarus and Ukraine in the west. It is bounded by the Barents Sea, the Kara Sea, the Laptev Sea, and the East Siberian Sea in the north. Moscow, its capital and largest city, is a major political and economic center in Russia and in Eastern Europe.

The Philippines and Russia have had a long history of warm and friendly relations that may be traced back to the period of Spanish occupation in the archipelago. The Russian Federation has an embassy in Manila and a Consulate Office in Cebu, while the Philippines has an embassy in Moscow. A significant number of Filipinos with professional training, work in Russia’s service sector. On November 19, 2016, Philippine President Rodrigo R. Duterte meets with Russian President Vladimir Putin during the APEC summit in Lima, Peru. During that brief meeting, President Putin praised President Duterte for developing the all-round partnership and promoting greater trust and confidence between their countries.
