Quezon City is pursuing efforts to join the ranks of some of the world’s smartest cities by making efficient use of information technology and urban informatics to help improve the delivery of basic services to city residents.
Creating a centralized online database of all public records and transactions, augmenting traffic and urban solutions and providing online sensors for critical facilities and infrastructure services form part of Quezon City’s capability build up.
Mayor Herbert M. Bautista described Quezon City’s move as one step closer towards the goal of participative governance where citizens interact in ensuring services, transparency and the development of the city.
Quezon City’s strategic pillars for the development of the Smart City are anchored on governance and administration; economic development; security, peace and disaster preparedness; infrastructure, housing and urban planning and development; policy and legal framework, environmental protection, climate change adaption and poverty reduction, social development and welfare, as outlined in the 2016–2019 Information Systems Strategic Plan of Quezon City.
As defined, a smart city is an urban development vision designed to integrate information and communication technology (ICT) and Internet of Things (IoT) technology in a secure fashion to manage a city’s assets.
These assets include local departments’ information systems, schools, libraries, transportation systems, hospitals, power plants, water supply networks, waste management, law enforcement, and other services.
Based on the 4th edition of the “Cities in Motion Index” prepared by the IESE Center for Globalization and Strategy, the world’s smartest cities include New York, London, Paris, Boston, San Francisco, Washington DC, Seoul, Tokyo, Berlin and Amsterdam.
To date, the city government has already introduced the use of ICT in disaster risk reduction management and in managing QC’s health programs and services through the Community Health Information Tracking System (CHITS) designed to improve the delivery of basic health care services to city residents, especially the poor.
Quezon City also managed to apply ICT in creating a cashless credit scheme for the city where taxpayers can pay their taxes conveniently 24/7, without going to City Hall.
The city government also plans to harness technology in creating online schools, in augmenting existing civil defense and security and in creating live online maps, tax maps and building permits.
