In the short period of the incumbency of PDU30 we have seen several suspensions of negotiations for peace between the Government of the Republic of the Philippines (GRP) and the CPP-NPA-NDF (Communist Party of the Philippines-New People’s Army-National Democratic Front). The reason for several of the suspensions of talks has been the repeated violations by the Communists of the various truces that were declared to create the right atmosphere for the peace talks to succeed. Unfortunately time and again, the truces have been, violated many times.

If one were to look into the negotiating stance and sincerity of the CPP, the declaration of truces is part of the strategy where the truce is conducive to the advantage of the CPP’s armed guerrilla force – the NPA. At times when they break the truce, it is also to gain advantage over the AFP units or personnel who may be caught unprepared because of their belief that no harm will happen to them because there is a truce or suspension of hostilities.

Mrs. Corazon Cojuangco Aquino, revolutionary president of our republic, was a victim of the CPP-NPA-NDF strategy. When almost all the known VIP Communist officials were in jail during the Marcos regime, the CPP-NPA-NDF promised to support Cory’s candidacy in that snap election for president. I am not aware that they wholeheartedly did. However, after Mrs. Aquino declared a revolutionary government, she released all the members of the Communist Party – to repay them for their help and allegedly to create the right ambiance so that finally peace would prevail in our country after the Communist rebel group had signed a peace agreement with Cory’s government.

Unfortunately again the CPP-NPA-NDF reorganized itself in all the areas where they could re-establish themselves and resumed the guerrilla war all over again. Their leadership went to Europe to become free while, at the same time, giving the orders to their people’s army.

The peace and order situation in our country was not enhanced by the passing of Congress of a law that removed mere membership in the Communist Party of the Philippines as a punishable criminal offense. Our leaders at that time were motivated no less than what many governments in Europe did. The Communist parties in Europe were recognized as legitimate political parties. What our leaders forgot was that in Europe there is no Communist party that has a New People’s Army (NPA) that is actively directed by the Communists to wage war against their governments. Perhaps our leaders were hoping that our Communists would mellow down and dismantle their old army.

With that brief history of the events that happened in our country, I hope that with President Digong’s resumption of the fight against the NPA, the AFP, using the advantage of the declaration of martial law in Mindanao, can capture as many members of the outlaws with extreme prejudice.

As a corollary move of how best to defeat the CPP-NPA-NDF, a study should be made if it is feasible to declare martial law on a regional or provincial basis – only where the rebels are strongest. Now more than ever, with a President of Digong’s character, I believe that our country will finally succeed in establishing peace all over our land.
