The National Capital Region Police Office (NCRPO) insisted that the suspect behind the shooting incident at the Resorts World Manila, Pasay City is mentally disturbed and is not a terrorist.
This came after the Islamic State (ISIS) claimed responsibility for the said incident which resulted in the death of 37, including the suspect, before dawn Friday.
According to NCRPO chief Director Oscar Albayalde, the act cannot be attributed to terrorism since it seemed that the still unidentified gunman did not intend to shoot any of the guests or employees of the said establishment.
“Mukhang (He seems) mentally disturbed. Nakita naman natin (We saw what he did) that’s why we could not relate it to terrorism because he did not shoot anybody,” Albayalde said during the third Mindanao Hour in Malacañang Friday morning.
Albayalde said the Philippine National Police (PNP), particularly the NCRPO, has been in full alert in Metro Manila since the bombing in Davao City last September, 2016.
“We have not monitored any threat of terrorism here in Metro Manila and while wala namang namo-monitor na threat, hindi rin naman tayo talaga pwedeng mag-relax (but we cannot just relax because just because we have not monitored any terror threats).” he said.
“Our intelligence community is in constant monitoring of possible threat groups in Metro Manila although wala tayong namo-monitor (but we have not monitored anything),” he assured.
Albayalde also echoed the sentiment of Presidential Spokesperson Ernesto Abella that they would not recommend the declaration of martial law in the entire country as the situation does not call for it.
