The Philippine National Police-Anti Kidnapping Group (PNP-AKG) has rescued a Korean national over the weekend who was allegedly abducted by 3 fellow Koreans and a Filipino.
Lee Jung Dae’s girlfriend said men who claimed to be Bureau of Immigration operatives entered their apartment and handcuffed the victim. She also said that the suspects showed them a warrant of arrest and mission order indicating that Lee had an outstanding case in violation of the immigration law.
Lee was taken by the kidnappers who initially demanded ransom of P1.2 million.
PNP-AKG Director Glenn Dumlao said Lee’s girlfriend delivered the payment in a mall in Angeles.
However, Lee was not released and was later transported to Intramuros, Manila with another P1.2 million demand.
PNP Chief Ronald Dela Rosa said the Koreans were part of a kidnapping syndicate victimizing fellow Koreans involving some personnel of Bureau of Immigration (BI) and National Bureau of Investigation (NBI).
“Itong Cha brothers sila ang nagplano ng kidnapping at kumonek sila sa rogue nembers ng Bureau of Immigration and National Bureau of Immigration. Meron silang kasamang rogue members ng NBI at BI dito sa kidnapping na ito in the pretext na meron siyang violation sa immigration rules/laws,”Dela Rosa said.
“Lumalabas na meron pa tayong hinahanap na dalawang BI agents at tatlong NBI agents. Hindi natin alam kung ito ay organic sa Angeles City or sa Region 3,”Dela Rosa added.
Dela Rosa said the modus employed by Lee’s KFR syndicate is the same modus used in slain Korean Jee Ick Joo’s case.
“I-kidnap nila, i-negotiate, hingi ng ransom money pero hindi nila talaga i-declare sa opisina nila. Doon lang sila sa sasakyan, pinarking nila sa labas ng Bureau of Immigration. At doon sila nahuli ng operatives ng AKG. Pero nakapagbayad na ng ransom money na P1.2 million, magdagdag ng additional P1.2 million, later P4 million na dine-demand nila na hindi pa nadeliver, Dela Rosa said.
“So parang me pagka Jee Ick Joo case nga. Kase kilala ng victim itong mga suspects, papatayin din nila ito dahil kilala sila pati yung mga immigration agents and NBI agents na silang involved dito, he added.”
Lee’s family sought help from PNP-AKG who immediately set the rescue operation.
Suspects Korean nationals Cha Jae Young, Chae Jae Su and Filipino Raymond Flores were arrested by PNP-AKG while in the act of guarding Lee inside the vehicle parked in the parking lot of Bureau of Immigration.
Authorities also arrested another Korean national, Kim Min Kwan, in a follow-up operation in Ermita, Manila.
Kim is the alleged tipster/pointer who “coordinates” with the Bureau of Immigration for operation.
Dumlao said the Korean suspect is in cahoots with the Cha twin brothers conducting the surveillance.
“Modus nila maghahanap sila ng target. In this case yung Cha brothers ang may responsibilidad sa paghanap ng targets. Kim would connect sa mga BI and NBI. Gagawa sila ng missing order and they would list the names of the target and ‘yon ang pang-ba-blackmail nila,”Dumlao said.
“True enough, pinasok nila sa bahay at nakuha nila yung tatlong empleyado ni Lee Jung Dae. And then binalikan nila ng alas-9 at nakuha din si Mr. Lee doon sa bahay,” Dumlao added.
Suspect Kim later revealed a certain Carlos Garcia with alias OXO who claimed to be a BI agent acting as conduit in their kidnap-for-ransom operation. He also said three NBI agents assigned at the NBI regional office in Angeles City and two BI agents were directly involved in the kidnap-for-ransom operation.
“Kasalukuyang nagha-hot pursuit operation ngayon ang tropa doon sa suspect natin sa BI, pero yung NBI agents nagko-coordinate pa tayo sa NBI,” Dela Rosa said.
“Hindi pa natin maconnect kay Jee Ick Joo ang kidnapping case na ito but as far as the venue and membership ng suspects and mga Koreano allegedly merong mga taga-NBI at BI. So me similarity, pero hindi pa natin matuloy kung same group. Set of suspects me similarity,” he added.
Authorities said three Koreans, all employees of Lee, were also kidnapped by the Korean kidnap-for-ransom syndicate last November 24.
