The Lower Chamber is set to adopt on Monday, Sept. 25 the Senate version of the bill postponing the barangay and Sangguniang Kabataan (SK) elections scheduled on October 23, 2017 to May 14, 2018.
Citizens Battle Against Corruption (Cibac) party-list Rep. Sherwin Tugna, chairman of the House committee on suffrage and electoral reforms, said the House adoption of the Senate postponement measure is expected next week since it has substantially adopted the version of the House of Representatives.
“We are targeting that this will be finished by Monday,” he said.
House Majority Leader and Ilocos Norte Rep. Rodolfo Fariñas earlier cited a scenario that if the House adopts the Senate version, no bicam conference committee will be needed and they will submit on Tuesday the Enrolled Bill for President Duterte’s approval.
Last week, the Senate passed on second reading the version of the postponement bill that the Lower Chamber approved on third and final reading on September 11.
Surigao del Norte Rep. Robert Ace Barbers, one of authors of the bill and chairman of the House committee on dangerous drugs, sought the speedy passage of the bill.
“This measure is crucial to the anti-illegal drugs drive of the government,” he said.
Fariñas noted that during the third Legislative-Executive Development Advisory Council (Ledac) meeting on Wednesday, President Duterte gave in to their position that the incumbent barangay officials will hold over since the Chief Executive “is not really keen in appointing people into elective positions.”
