The House leadership wants to declare the Kalayaan Island Group in Palawan as alienable and disposable land for agricultural, residential, and commercial purposes to stir economic development and growth in the area.

Speaker Pantaleon Alvarez and House Majority Leader and Ilocos Norte Representative Rodolfo Fariñas cited the urgency to declare the Kalayaan Island Group as alienable and disposable to promote permanent dwelling and develop a viable source of livelihood for the residents.

“This will also promote the growth of business opportunities and spur the development of trade and industry by attracting investors to the areas,” they said in filing House Bill 5614.

Alvarez cited that the Kalayaan Group of Islands offers rich fishing grounds and contains significant oil and natural gas reserves, which is vital to the security and economic survival of the Philippines.

Kalayaan Island Group is composed of islets and reefs with aggregate land area of approximately 79 hectares: Pag-asa, 32.7 hectares; Likas, 18.6 hectares; Parda, 12.7 hectares; Lawak, 7.9 hectares; Kota, 6.45 hectares; Patag, .57 hectare; Parata, .44 hectare; Ayungin Reef, 0 hectare; and Rizal Reef, 0 hectare.
