Orlin Grozdanov Stoev, 38, just left the Quezon City Police District’s Criminal Investigation and Detection Unit (QCPD-CIDU) when he was gunned down at the corner of Kalayaan Avenue and Kamias Road in Barangay Pinyahan at around 10:20 p.m.

Stoev was arrested by elements of the QCPD on June 14 after he was spotted by a bank security guard trying to withdraw cash from different ATMs in Barangay Tatalon.

He yielded 24 ATM cards, 15 of which were allegedly cloned through a skimming device.

He was released on June 23 after he posted a P20,000 bail for his violation of RA 8484 or the Access Devices Regulation Act of 1998.

Records showed that he was likewise arrested on November 6 last year in Guguinto, Bulacan for the same offense and was also able to post bail.

Supt. Rodel Marcelo, QCPD-CIDU commander, said Stoev, prior to the killing, was in Camp Karingal to claim his motorcycle which police seized from him during his arrest.

He left on board his motorcycle and stopped at the intersection of Kalayaan and Kamias Avenues, where he was attacked by two gunmen from behind.

Further inverstigation is ongoing.
