‘Bangon Marawi’ EO now awaiting Duterte’s signature » Manila Bulletin News

The Executive Order (EO) for the P10-billion rehabilitation program for Marawi City is now awaiting President Duterte’s signature, Malacañang said Saturday.

“Bangon Marawi” is a proposed recovery, reconstruction and rehabilitation program for Marawi City which has been under siege since May 23 by joint Maute and Abu Sayyaf groups.

During the Mindanao Hour press briefing Saturday morning over Radyo ng Bayan, Presidential Spokesperson Ernesto Abella said that the EO for the “Bangon Marawi” program is now at the Office of the Executive Secretary (OES).

“‘Bangon Marawi’ will be undertaken by the Engineering Brigade of the Armed Forces of the Philippines (AFP) with the expressed purpose of bringing back residents and normal everyday life as soon as possible,” Abella said.

According to the Palace official, the program will be a multi-agency effort headed by the Department of National Defense (DND) with other departments such as Trade and Industry, Education, Public Works and Highways, Social Welfare and Development, Energy, and Information and Communications Technology.

According to Abella, the recovery, reconstruction and rehabilitation of Marawi city will take a minimum of six months after the liberation of the city from terrorist groups.

Abella said that the DND was chosen to spearhead the reconstruction and the rehabilitation program due to its engineering battalion.

“They [also] have the wherewithal in order to implement the rehabilitation plan, which the President wants to be done as soon as possible,” he added.

He said the agencies involved would be working closely with National Disaster Risk Reduction and Management Council (NDRRMC).

Meanwhile, Abella said that the Central Business District, according to Defense Secretary Delfin Lorenzana, will have to undergo more detailed clearing in order to ensure citizens’ safety.

According to Abella, the government troops will continue to carry out operations to save innocent lives.

“Ang pangunahing concern po nila ay makapagligtas ng mga tao at buhay (The primordial concern of the ground commanders is to rescue innocent lives),” he added.

Abella also assured that the President is deeply concerned for the city, the region and the island’s well being.

“The President is very hands-on to ensure that normalcy will be restored at the soonest possible time and serve people’s aspirations for a comfortable life for all,” he said.
